Valve Hydraulic Testing: Shell Test, Seat Test, and Backseat Test Procedures per API 598

Valve pressure testing verifies the pressure boundary and closure performance before shipment or return to service. API Standard 598 covers valve inspection and testing, while the valve product standard, purchase specification and project requirements determine which tests and acceptance criteria apply. Always work from the contractually specified edition instead of relying on a generic pressure multiplier or copied table.

Choose the Applicable Standard and Edition

API 598 is not a substitute for every valve product standard. Confirm the valve type, size, pressure class, material, end connection and governing specification. ASME B16.34 covers construction requirements for defined flanged, threaded, welding-end and wafer/flangeless valves; API 6D, ISO 5208, EN 12266 or other documents may apply to a particular product or project.

Before testing, agree the test type, pressure basis, duration, medium, temperature, closure direction, allowable leakage, instrumentation accuracy, witness points and documentation. Where requirements conflict, resolve them with the purchaser or responsible engineer before pressurization.

Shell Pressure Test

The shell test checks the body, bonnet, cover, joints and other pressure-retaining boundaries. Prepare the valve and test fixture according to the governing standard, vent trapped air during liquid filling, restrain closures and blinds, and keep personnel away from stored-energy hazards.

Derive test pressure and holding time from the specified standard edition and the valve's pressure-temperature rating or other stated basis. Do not apply a blanket '1.5 times MAWP' rule to every valve, and do not cap or alter a required pressure without documented authorization. Inspect all accessible pressure-boundary surfaces and record any leakage or deformation.

Closure or Seat Leakage Test

The closure test evaluates leakage past the obturator and seat. Apply pressure in the direction required for unidirectional valves; test each required direction or cavity arrangement for bidirectional, double-isolation or double-block-and-bleed designs. Set the valve position and measure leakage using the method specified for the valve type and test medium.

API 598 acceptance criteria depend on valve category, nominal size, seat construction and test medium. ANSI/FCI 70-2 leakage classes apply to control-valve seat leakage and should not be described as API 598 Classes I through VI or automatically imposed on isolation valves. State the governing leakage standard explicitly in the purchase order and test report.

Backseat Test

A backseat test applies only where the valve design includes a backseat and the governing standard requires it. Fully open the valve and follow the prescribed setup, pressure, duration and observation method. The test verifies backseat sealing performance under test conditions.

A backseat should not be presented as blanket permission to replace packing on a pressurized valve. Live maintenance is controlled by the site's isolation, lockout, risk-assessment and manufacturer procedures; depressurization remains the preferred condition unless an approved procedure specifically permits otherwise.

Test Media and Pneumatic Safety

Use a compatible, sufficiently clean liquid for hydrostatic testing and control water quality, corrosion risk, chloride content and post-test drying for the valve material and intended service. Oxygen, hydrogen, cryogenic, high-purity and other special services may require additional cleanliness and media controls defined by the purchase specification.

Compressed-gas testing stores much more energy than liquid testing. Use it only under an approved procedure with rated barriers, remote operation where practical, controlled exclusion zones, calibrated instruments and pressure-relief protection. A low-pressure closure test is not a substitute for a required shell hydrostatic test.

Sequence, Instruments and Records

Use a written inspection and test plan showing prerequisites, hold points and acceptance criteria. Confirm equipment ratings, gauge calibration status and suitable measurement range; stabilize pressure and temperature before timing; record the actual pressure, duration, medium, temperature, direction, valve position and measured leakage.

Identify the valve by tag or serial number and link the result to the applicable drawing, bill of materials and material certificates. Record the standard and edition, procedure revision, instrument IDs, inspector, witness status, deviations, repairs and final disposition. A certificate that only says 'passed API 598' is not enough for a traceable quality record.

Failures, Repairs and Retesting

Stop and safely depressurize after leakage, deformation, abnormal pressure loss or fixture instability. Determine whether the source is the valve, packing, body joint, seat, test connection, trapped air, temperature change or measuring system before deciding on repair.

Pressure-boundary weld repair, impregnation, machining or component replacement must be permitted by the applicable construction standard, purchase specification and qualified procedure. After correction, repeat the tests required by the governing document and record the as-found condition, repair authorization, method, examination and retest results.

Frequently Asked Questions

Are API 598 test pressures always 1.5× for the shell and 1.1× for the seat?

No universal shortcut should replace the specified edition and valve rating basis. Those ratios are often quoted, but applicability, pressure basis, exceptions, valve category, material and test type must be confirmed from the governing documents.

Can air or nitrogen replace a hydrostatic shell test?

Only when the governing standard and approved procedure permit it. Pneumatic testing presents greater stored-energy risk and generally requires additional safeguards. A low-pressure gas closure test verifies a different requirement from a shell hydrostatic test.

Does a successful backseat test allow packing replacement under pressure?

No. The test demonstrates backseat performance under defined conditions. Any maintenance on a pressurized valve requires site authorization, hazard assessment and a specific approved procedure; normal practice is to isolate and depressurize.
